What is a follow gate?

Here is the usual setup. A fan comments a keyword on a Reel, gets a DM, and the DM looks at whether they follow the account. Many tools can read that status through Instagram and branch the conversation on it.

The risk is in how the step is used. When the freebie is held back until the fan taps Follow, the follow becomes the price of the reward. That is a trade, not a choice. Meta's Spam policy covers content that tries to artificially boost engagement, and gating a reward on a follow is the kind of pattern that can cost an account reach or trigger enforcement. It also annoys the exact fans you wanted to keep.
